A mess is actually a sort of a cooperative restaurant - you buy a monthly subscription to eat in such a place. Many people, especially young men, have moved from rural areas to the city to look for work. They can't always find accomodations with cooking facilities (nor do they want to) so they tend to eat in places like these.
